If you are using a standard Blogger template follow these steps.
1. Log on to your Blogger account.
2. Go to Settings–>Comments tab.
3. Scroll down and find “Comment Form Placement” then select “Embedded below post”.
4. Then Save settings.
Now if you have done some customization on your template you have to do the following steps.
1. Log on to your Blogger account.
2. Go to Layout–>Edit Html then tick the “Expand Widget Templates”.
3. Search for this code:<p class='comment-footer'> <b:if cond='data:post.allowComments'>
<a expr:href='data:post.addCommentUrl'
expr:onclick='data:post.addCommentOnclick'>
<data:postCommentMsg/></a> </b:if> </p>
4. After you find that piece of code replace it immediately with the code below:<p class='comment-footer'> <b:if cond='data:post.embedCommentForm'>
<b:include data='post' name='comment-form'/>
<b:else/> <b:if cond='data:post.allowComments'>
<a expr:href='data:post.addCommentUrl'
expr:onclick='data:post.addCommentOnclick'><data:postCommentMsg/>
</a> </b:if> </b:if> </p>
5. Then Save your template, and view it.
Then finally if nothing works, you may try this method.
1. Log on to your Blogger account.
2. Go to Layout–>Edit Html then tick the “Expand Widget Templates”.
3. Search for this code:<b:include data='post' name='comments' />
4. Now after you find that line of code, immediately after that paste this code:<b:include data='post' name='comment-form'/>
5. Then Save Template and view your blog.
